MILITARY TECHNICIAN VACANCY ANNOUNCEMENT
Current technicians selected will retain the appointment status they are currently in. (i.e., Permanent or Indefinite). Individuals from Area II or Area III will be appointed Indefinite status. Conversion to permanent status may be accomplished without further competition.
This position is located in the Joint Force Headquarters (State) under the Human Resources Officer. This position is under the general supervision of the HRO, with direct access and advisory responsibility to the Adjutant General (TAG) on all Equal Employment Opportunity (EEO) and diversity management issues.
NATIONAL GUARD MEMBERSHIP IS REQUIRED : This is an excepted position that requires membership in a compatible military assignment in the National Guard. It is open to Army and Air Officers and Army Warrant Officers. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the New Hampshire National Guard must be eligible for immediate military membership and employment in the National Guard in the military grade listed in this announcement.

DEFINITION OF AREA(S) OF CONSIDERATION :
Area 1 = permanent or indefinite technicians currently employed with the New Hampshire National Guard. (this area includes NH National Guard AGR''s who have USERRA rights back to a technician position).
Area 2 = AGRs, temporary technicians, or traditional/M-Day soldiers and airmen currently serving in the New Hampshire National Guard.
Area 3 = all individuals eligible for membership in the New Hampshire National Guard as a military member. Individuals that are selected from either Area 2 or Area 3 will require a criminal background investigation and physical screening prior to being appointed.
Must be a member or become a member of the NH National Guard. New appointees must meet the required criminal background check. New appointees must meet the required medical physical screening.
The position''s purpose is to provide guidance and advice to the Adjutant General, senior commanders and managers on statutory requirements relating to the entire EEO program. The SEEM is the principal point of contact (POC) with the National Guard Bureau's Office of Equal Opportunity (NGB-EO) and the local district office of the Equal Employment Opportunity Commission (EEOC).

MINIMUM REQUIREMENTS: Administrative, professional, investigative, technical or other type of experience which demonstrates ability to meet and deal effectively with persons of different ages, races, and economic and education background; to collect and assemble pertinent facts, and to prepare clear and concise written reports.
SPECIALIZED
Experience: Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Equal Employment Opportunity (EEO) to the unique organizational, management, and mission requirements. Experience assisting in the development of Equal Employment Opportunity (EEO) policies and procedures. Experience advising management on Equal Employment Opportunity (EEO) principles and practices.
Knowledge, Skills, and Abilities (KSA''s): 36 months experience which indicates
Knowledge and skill to manage an EEO program, develop affirmative action plans, resolve complaints, and advise management, supervisors, and employees.
Knowledge of Federal equal employment opportunity principles, laws, regulations and policies, and relevant decisions to recognize and solve individual equal employment opportunity problems, and to make technical recommendations for decisions in complaint cases;
Thorough understanding of the kinds of management actions and employment practices and conditions that constitute barriers to equal employee opportunity (such as improper supervisory practices), and to develop staff recommendations to management.
General knowledge of Federal Human Resources administration, to include policies and practices, appeals and grievances, and labor relations, in order to provide expert technical advice or assistance to answer questions, solve problems, or understand technical personnel issues;
Skill in managing a program including organizing an office, problem solving, motivating others to take necessary actions, and negotiating allocation of resources for the program (primarily the amount of the budget and the allocation of part-time counselors); and
Oral communication and writing skills to make presentations, conduct training seminars, negotiate settlements, and write proposed decisions in complaint cases.
Knowledge of the organizational structure of the installation including the assignment of functions to subordinate organizations, nature of their missions, and composition of the work forced by occupations, relative to grade levels, race, sex, and other relevant characteristics.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment within one year.

Compatible Military Assignments: Officer: (ARNG) 42B, 42H, (ANG) 38P3, Warrant Officer: 420A

This vacancy will be processed in accordance with NHNG TPR 335 & Article 16 of the Labor Management Agreement. Military compatibility and grade inversion rules will be strictly adhered to.
